call Building Inspection Underwriters (BIU) on Peach Street. you would need a zoning permit for anything built requiring excavation for a structural foundation.

Does anyone know the zoning laws about putting one of these mirco-turbines up in a residential neighborhood? I’ve seen small 10Kw turbines for around $700.00 which would be great for my house. I called both Millcreek, and Erie and neither could provide an answer.

There is also one at the Bayfront Center for Maritime Studies, behind the Blasco Library.

They do have a rather small turbine and a small solar array as well. There's no report of it actually generates a useful amount of energy though. I did find a picture of the setup in this PDF file: http://www.aianwpa.org/2007_11.pdf
