From news reports, I heard there already is a system in place to take names and on the third rescue you are fined. These fishermen are probably used to going out on the ice in these conditions but failed to recognize there was a south-westerly wind blowing that day which, by some locals, is an indication to never go on the ice.

I am sure there was no small expenditure in rescuing the men – Not the brightest bulbs in the carton. Not to mention the potential for the rescuers to be injured – I am not surprised there is talk of fines to recoup costs of the rescue.

“On Saturday morning, fishermen had used wooden pallets to bridge a crack in the ice so they could go out farther on the lake” Taken from MSNBC. The ice was cracked to begin with, it was an act of stupidity, costing money to rescue them.

I can't understand why you would fine the fishermen on the ice. An act of nature split the ice, they didn't do it on purpose.
