It is not publicly subsidized housing.  People who live there choose to do so.  They pay their own rent, bills, etc.  If there is a problem with a building it is up to the tenant to notify the landlord.  If the landlord is unresponsive, then there are various government agencies that can step in and take action to force repair of said issue.  This fire is a tragedy and could&#039;ve been easily avoided by a few people speaking out and not waiting for someone to take care of them. The present apartment is not much better&lt;br&gt;I fear for her and all the other tenants that live there. I had friends that lived there years ago, and it wasn&#039;t hard to see that it was shoddily constructed throughout. It&#039;s kind of an unspoken acknowledgement throughout Erie that it&#039;s poorly maintained. Hell, there was shag carpet on the walls of one of the complexes, I&#039;m sure that stuff would burn easily. I also heard that one of the building&#039;s fire alarms was found to not work during this fire - perhaps a full inspection of these apartments is in order?
