This Is Erie 5 - Soldier’s And Sailor’s Home
Construction started in 1857 as a hospital for disabled volunteer soldiers, it was eventually opened in 1886 as a home for ex-soldiers.
The veterans cemetery was established in 1896 and is the resting place for 1,100 veterans who served the United States. There is a Civil War cannon on the grounds, one of only 12 Napoleon field pieces brought back to Pennsylvania by Union troops.

What meaning does these stars have, that are stuck into the ground? I saw them on several cemeteries.

i'm not sure georgia. if i had to guess, they are to mark which war the person was in. i saw a few that had "spanish-american war" on them.
