If you don’t live in the city, you don’t go on the city payroll.
Erie County has 22 minority and women-owned businesses that are certified with the state. The state has about 1,800 firms certified. Once minority and women-owned businesses are certified, their contact information is listed in a database maintained by the Pennsylvania Department of General Services. For information on certification, contact the Gannon University Small Business Development Center.

If we want a residency requirement, we better get down to a City Council meeting. The council always caves when it's confronted.
