There will be only two candidates on the ballot this fall for the 3rd Congressional District. Judge James R. Erie School District Superintendent James Barker had his contract extended for 5 years by the Erie School Board. He`ll get a 3 percent salary increase each year plus cost of living adjustments. GE Infrastructure Rail said yesterday that it received a contract worth more than $450 million to supply 300 locomotives to the Chinese Ministry of Railways.
